Wheels for All welcomes two new Trustees to the Board!

We are delighted to welcome Jack Mayorcas and Owen Burgess to the Board of Trustees at Wheels for All.

As the largest provider of inclusive cycling in the country, we are working towards a future where every disabled person and those with long-term health conditions can experience the freedom and empowerment that cycling brings. The appointment of Jack and Owen marks an exciting step forward as we build on the leadership, expertise and advocacy needed to achieve that ambition.

Jack Mayorcas

Jack Mayorcas joins the Board with extensive experience in public affairs, communications and transport policy. He is currently Head of Public Affairs at Fusion Media, a communications agency focused on getting people moving and increasing participation in physical activity and active travel.
Jack previously worked for two Members of Parliament, gaining first-hand insight into national policy development and political engagement. Alongside his professional role, he serves as a Councillor in Wandsworth and is Chair of the Transport Committee, where he plays a key role in sharing local transport strategy and championing safer, more accessible streets.

His passion for cycling is not limited to policy. Jack has volunteered with The Bike Project and the Wandsworth Cycling Campaign as a Bike Buddy, supporting people to build confidence and independence through cycling. He is a strong advocate for ensuring that everyone, regardless of background or ability, can experience the joy and life-changing benefits of active travel.

Jack’s understanding of public policy, transport systems and grassroots cycling advocacy will be invaluable as Wheels for All continues to work with local authorities and national partners to expand inclusive cycling opportunities across England.

Owen Burgess

Owen Burgess brings over 15 years’ experience as a senior leader across the commercial, technology and public sectors. He has extensive knowledge of the sport sector, having worked with Sport Wales, a national governing body and a professional sports club.

He currently leads multidisciplinary teams delivering complex programmes for public sector organisations, with expertise in governance, risk management and fundraising — all critical areas as Wheels for All continues to grow in scale and impact.

Owen is also a trustee of the Welsh Refugee Council, where he serves as Chair of its Strategy Committee. His commitment to tackling inequality, both in sport and across wider society, strongly aligns with our mission to remove barriers and create welcoming, inclusive environments for all.

A lifelong cyclist, Owen is deeply committed to ensuring as many people as possible can enjoy riding in spaces that are accessible, supportive and empowering. His strategic leadership experience and values-driven approach will play a key role in helping Wheels for All continue to deliver sustainable, high-quality inclusive cycling provision nationwide.

Their combined expertise in public affairs, governance, sport and social impact will strengthen our leadership and support our ambition to ensure every local authority area in England has an inclusive cycling offer.
